hover text font - changeable?

Is it possible to change the hover text (i.e., "tool tips") font? Specifically I'd like to make it white on black and at least 2x as large. Actually I'd love to make the whole UI white text on dark backgrounds if I could, but all I've been able to find is alternate sets of tool buttons.
