I tend to watch my videos on one half of my screen and surf the net on the other. The new version 16.6 limits the size of the window I can use and won't allow me to shrink the video down to the size I need. Can this be altered?

I think there's no limit on the size of the window. Anyway be sure the option "autoresize" in preferences -> interface is set to never.
