finding or compiling an mencoder counterpart

SMPlayer with the binary codecs installed is the only player I've come across for windows that can play a set of vc-1/wmv9 files that I have. I'd like to convert these files to xvid or h.264 so that I can decrease the resolution and play them on my phone. Can someone please point me in the direction of an mencoder that is compiled with the same codec abilities as the mplayer found with the most recent smplayer?

I'll probably add it to my full installer: viewtopic.php?f=4&t=350

Been meaning to add it anyway, but sure ain't using r32848 due to the ffmpeg-mt build having a bug that crashes on all ffodivx files with more than one thread specified.
