I set seeking1=2 in the smplayer.ini when I study Japanese.
Sometimes it cannot work.
When I press the key ←, it will seek 10 seconds before, not 2 seconds.

Small values for seeking may not work because mplayer always jumps to a key-frame, and usually there's a key-frame every 10 seconds or so.

It is so important for me to study other language.
Can SMPlayer or MPlayer add this function?

I'm afraid I can't do anything about it. It's a limitation of mplayer. You can try to ask for it to the mplayer developers.
