Not "this" application since smplayer is just a front-end / gui interface to the mplayer media player but mplayer itself.
The answer I think it's "yes" since mplayer can do "double framerate" - I am not sure though whats the mpc feature - through the yadiff filter.
To activate it: Video / Filters / Deinterlace / Yadiff (double framerate).
Be careful since the feature is quite resource consuming especially if other video options / filters are activated.

If you use mplayer2 I am not sure if that player supports the yadiff video-filter.
