Is there an option for the time to be shown when positioning the mouse pointer on a given point of the Time Slider?

The skinnable GUI shows the time in a tooltip when you move the mouse over the time slider.

unfortunately the skinnable GUI is a bit buggy and you can't configure the bottom toolbars.
I hope you'll consider adding the tooltip to the default GUI on a future upgrade.
