Move files in playlist and toolbar

I am using the last 16.8.0 version under Linux Mint 17.3. I wanted to know how to move files up and down in the playlist. Just selecting them and pressing up and down in the playlist toolbar doesn't do this (just goes up and down through the list). And also trying to hold and drag the file in the different position does not do the trick either. I guess it has to be kind of obvious but I haven't been able to do it yet.
Another question: is there any way to edit the buttons from the bottom of the playlist?
