Test Builds for Windows

I would appreciate any feedback, especially since as far as I know rvm isn't a regular Windows user. It would help for any issues occurring in the Windows build or the installer. If you're updating from the 0.6.9 release, you should check "Change Installation Settings" to make sure you only install what you want since they've changed in the installer since 0.6.9.
