Mouse wheel playback speed adjustment

Is it just set to 10% increments with no way to adjust it? I thought maybe it mirrored the brackets so I put them on 4% but scrolling the mouse wheel still does 10%. Did I miss an option somewhere? Thanks in advance.

I'm afraid the 10% increment is hardcoded, so right now it's not possible to change it.
