Smplayer 16.6.0 current version Ubuntu 14.04
initial_volume in the smplayer.ini file is 10 and general option is NOT set to remember settings but Smplayer always starts at the volume level from the previous use. Is this something I'm doing (or not doing)?

Never mind - I solved this by unchecking Global Volume...
