The AC3 filter doesn't work as supposed to

I've noticed the AC3 filter/codec or whatever it is called makes the sound louder only if I increase the sound volume above 50%. If it's any lower than 50%, the sound is so quiet that I'd need a 3000 Watts audio system for the sound to have normal levels. Any ideas why this is happening?
