AI Upscaling?

I was wondering if there has been any open source development on AI or deep learning upscaling for video players in general? I imagine this feature would be making some public release by now since Nvidia DLSS has been out for a couple of years now. I know it's not related, but kinda. Their new Nvidia Shield TV have a 4k AI upscaling feature that allow apps to take advantage of that. Would be nice if they could release that on desktop platforms too. Does anyone know any open source development on this front? It would be such a killer feature going forward. Imagine all the bandwidth youtube and streaming services can save!
