Change default media seek from 10 seconds

Is there a (relatively) painless way to change the default seek time from 10 seconds to 1 or even lower? I am trying to re-create some of the functionality of a 'coach's clicker' used to watch football tape.

I am a hobby (by which I mean 'not very good') programmer, so I wouldn't be afraid to edit the source and compile if it's as simple as changing a variable or two.
